Do I need a plug adapter or a converter?

Almost always just an adapter. Modern phone, laptop, and camera chargers are dual-voltage (100–240 V) — they only need the plug shape changed. Only hair dryers, straighteners, and electric shavers need a voltage converter, and even then, buying a dual-voltage travel model is cheaper.
