How do you rebuild trust in a relationship?

Slowly, and only if both people want to. The one who broke trust has to over-communicate, accept the loss of privacy for a season, and answer the same questions without sighing. The one rebuilding has to actually want to rebuild — not just punish. A skilled therapist roughly halves the time it takes.
